Accessibility statement

ICleviathan Ltd. is committed to making this website usable by everyone, including people who use a screen reader, navigate by keyboard, need larger text, or cannot use a mouse. Accessibility here is built into the HTML of the pages themselves. There is no accessibility widget or overlay on this site, and there will not be one, the reasons are set out below.

The standard we are measured against

Website accessibility in Israel is required by regulation 35א(א) of the Equal Rights for Persons with Disabilities (Service Accessibility Adjustments) Regulations, 5773-2013, which requires conformance to the Israeli internet accessibility standard at level AA. Regulation 35 defines that standard as Israeli Standard 5568, as amended from time to time.

Israeli Standard 5568 part 1 (September 2023) maps to WCAG 2.0 Level AA. That is the legal floor, and this site meets it.

We have built to WCAG 2.2 Level AA, which is a strict superset of that floor. We did this deliberately: regulation 35 incorporates IS 5568 dynamically, so if the Standards Institution of Israel upgrades the standard, the legal requirement moves with it immediately and with no transition period. Building above the floor means a future uplift does not leave this site non-conformant overnight.

Two Israeli deviations are worth naming, because they change what we built. Success criterion 2.4.10 Section Headings is elevated from AAA to AA in Israel, so every page uses a real, unskipped h1–h6 hierarchy and there are no headings made out of styled containers. Success criterion 4.1.1 Parsing remains live in IS 5568 even though W3C has retired it in WCAG 2.2, so the HTML on every page is validated, no duplicate identifiers, no unclosed elements.

What has been done

• Semantic HTML throughout, real header, nav, main and footer landmarks, one h1 per page, and no skipped heading levels.
• A skip-to-content link as the first thing you reach with the keyboard.
• lang="en" on every page, and a unique, descriptive page title.
• Everything operable by keyboard, with a visible focus outline that is never removed. There are no keyboard traps.
• The mobile menu moves focus into itself when it opens, keeps focus inside while it is open, closes on Escape, and returns focus to the button that opened it.
• Text contrast of at least 4.5:1 throughout, and at least 3:1 for large text and for the edges of interface components, computed for every text node on every page rather than estimated by eye. No information is carried by colour alone.
• Every image has alternative text; decorative images are hidden from screen readers. The two technical drawings carry written descriptions of what the drawing says, because a screen reader gets nothing from the lines themselves.
• Link text is meaningful out of context. There is no bare "read more" anywhere.
• Navigation is in the same order and carries the same labels on every page.
• Form fields have real labels, not placeholders standing in for labels. Errors appear as text below the field they belong to, are associated with that field programmatically, and tell you how to fix the problem. Submission results are announced.
• There is no CAPTCHA. Spam is handled by a hidden field that no person ever sees, so nobody has to solve a puzzle to contact us.
• Text resizes to 200% without loss of content or function. The layout works at 320 px wide and at 400% zoom with no sideways scrolling.
• The layout survives increased text spacing, 1.5× line height, doubled paragraph spacing, 0.12em letter spacing and 0.16em word spacing, without clipping or overlap.
• Every button and link is at least 44 × 44 CSS px, well above the 24 × 24 the standard requires.
• Animation is switched off entirely if your system is set to reduce motion.
• The site works in both portrait and landscape, and does not lock orientation.
• Every page works, and reads completely, with JavaScript turned off.
• No PDF documents are published on this site. Everything is accessible HTML.

Why there is no accessibility widget

The previous version of this site ran a floating accessibility toolbar. We removed it and did not replace it, with UserWay, accessiBe, EqualWeb, Nagich or anything else.

The reasoning is straightforward. Regulation 35א(א) requires conformance to IS 5568 at level AA. The exemptions in regulation 35ו are a closed list, and "an accessibility widget is installed" is not one of them. Neither the Law, nor the Regulations, nor either part of IS 5568 mentions overlays at all. There is no mechanism in Israeli law by which a third-party script substitutes for conformance, so the accessibility has to be in the pages, and it is.

There is a second reason specific to this company. Overlays that switch themselves on do so by detecting that assistive technology is running, which reveals that the user has a disability. That is sensitive personal information under Israeli law and under Article 9 of the GDPR, and some overlays carry it between websites. For a supplier to Israeli defence programmes, that is not a risk worth taking for a floating button.

For completeness, and because it is often quoted loosely: the United States Federal Trade Commission's action against accessiBe (File No. 222-3156, final consent order 22 April 2025, US$1,000,000) found the claim that the widget makes a site WCAG-compliant to be false or unsubstantiated. That finding condemns unsubstantiated claims, not overlays in principle, and no Israeli court has ruled on overlay effectiveness either way.

Known limitations

• The two technical drawings. Fig. 1 and Fig. 2 carry accessible descriptions of what they communicate, but a diagram is still a diagram. If you would like the same information another way, ask us and we will send it to you in writing.
• The map on the contact page. The embedded map comes from Google and we do not control its accessibility. It is never loaded unless you press the button that loads it, and the full address is written out in text beside it.
• Screen-reader testing. The site has been tested by keyboard and by automated tooling on every page. Testing with every combination of screen reader and browser is not something we can claim to have completed, so we do not claim it. If something does not work with yours, please tell us, see below.
• Language. The site is published in English only.

Accessibility coordinator

An accessibility coordinator must be appointed under section 19מב of the Equal Rights for Persons with Disabilities Law, read with regulation 91(א), by a business with 25 employees or more. The threshold is a headcount, not a turnover figure. ICleviathan Ltd. is below that threshold and is not required to appoint a coordinator, and this statement says so expressly rather than leaving the point unexplained.

A named contact is given below regardless, because regulation 35ה requires contact details whether or not a coordinator is required.

Visiting us. The office is at 6 Ruth St, Ramat Gan. There is a step-free entrance suitable for a wheelchair on the right-hand side of the building, and there is an accessible toilet. Visits are by appointment.

You do not have to travel at all. No part of our service requires you to come to the office.
